I would like to run Outlook on a user account on a server and then disconnect the session or preferably not even have the user logged in and run E-mail Converter as a service.
What I would recommend if you want it to be non-touch, is to simply set it up in a virtual machine, with Outlook running on that virtual machine, and then manage the virtual machine on the server.
Another option is to use one of the two E-mail Converter editions that converts e-mail automatically 24/7: for Azure or for IIS. With these editions you cannot convert manually or create blank tickets, but you can very well combine the Outlook edition with one of the editions for auto-conversion.
