Yes, this is the normal settings procedure for version 1.4 and later:
  1. The first user configures the connection between Outlook and SharePoint.

  2. A hidden list is added to the SharePoint site.

  3. The list settings defined by the first user are saved into an item in the hidden list.

  4. A subsequent user selects the same SharePoint site.

  5. The lists and settings are loaded from the hidden list.
This way the first user of HelpDesk OSP in the organization defines the list settings for all users. Since the first user creates this hidden list, he needs to have Design or Full control permission over the SharePoint site.
