From the error report, it appears like it is a permission issue. What rights do you have over the PF Helpdesk public folder? If the e-mails to a ticket are set to be saved in public folder (E-mail history in subfolders), PF HelpDesk tries to create a subfolder inside the PF HelpDesk public folder having the ticket ID as its title, and Sent/Received subfolders further beneath it. If you don't have Publishing Editor or Publishing Author or Owner, then the part that will create the subfolder will fail.
