I register Calendar Browser successfully, but then it asks for a registration again.

If the license information is not persisting once a registration is done successfully, it implies that the user performing the registration does not have enough right to save the license information back to the setting item.

Make sure the user has Owner's right over the root Calendar Browser folder in Outlook when performing registration. This way, registration is done for all users using Calendar Browser.
